Hundreds of Darfur refugees in Europe protest against Sudan's President Al-Bashir. Darfur refugees demonstrate in London, Brussels and Rome in support of the International Criminal Court's (ICC) decision to charge the president of Sudan with genocide.

The world reacted cautiously on Monday (July 14, 2008) after the International Criminal Court urged the arrest of Sudan's President Omar Al-Bashir on genocide charges, a move welcomed by Darfur refugees in Europe and NGO's working in the region.

"This is an historic moment today for international justice," said James Smith, the Chief Executive and co-founder of the Aegis Trust, a UK-based genocide prevention organisation. "The prosecutor of the International Criminal Court has made a charge of genocide against a servicing head of state, the President of Sudan, President Al-Bashir."

In London, about 100 people demonstrated outside the embassy, demanding justice and peace in the region. "We do believe that without punishing those who commit genocide, commit war crimes, we won't get peace," Abdullah Jabbar Sharif-Adam, the chairman of the Darfur Union in the UK and in Ireland said.

But the charging of Bashir though acknowledged with joy, also caused some fears of retaliation. "Many people are concerned that today there will be a backlash against the United Nations' peacekeepers, against aid-workers and the people that will suffer are the people of Sudan," warned Smith.

In Brussels, a small group of Darfur refugees held a symbolic demonstration.

The prosecution said Bashir promoted those who complied with his "genocidal orders", like minister Ahmed Haroun, who the ICC charged last year over Darfur.

But Haroun, Sudan's former interior minister, is still in government and one of the refugees at the Brussels demonstration said he hoped the Bashir arrest warrant would not be similarly ignored.

"We want really justice, not just a speech and declaration, we want justice," said refugee Mohammadain Ishag.

The Darfurian community in Italy also went out to show their support for the decision by the ICC prosecutor. A group of about twenty refugees from Darfur marched to the Sudanese Embassy in Rome chanting "Bashir assassin" and "Enough blood in Darfur".

Demonstrators in Rome said the court decision was very important. "That man is a criminal. He is a man who doesn't listen to anyone. He doesn't listen to the UN, to the USA, to the European Union," said Adam Abdel Gadir, the representative of the Darfur community in Italy.

Some Italian organisations also joined the demonstration, amongst them members Italy's Jewish community.

"We are watching a humanitarian tragedy similar to that which happened during World War II (to the Jews) and the international community is doing nothing," said Daniele Nahum, the representative of Italy's Young Jews. "(I want to show my support) because in 10 years time I want a clear conscience and want to say that the international community has done something to stop a genocide," he added.

In response to fears that the courts' decision may inflame the situation in Sudan and make things worse, one of the banners held by the demonstrators read: "There is no peace without justice."

"To call to a negotiating table the main culprit of a genocide surely would not help any peace process. So, I think that justice must go ahead," said Marco Perduca, an Italian Centre-Left senator who had joined the demonstration.

Khartoum, which is not a party to the ICC, said it did not recognise the court's statement, but pledged to continue with peace moves in Darfur and said it would protect United Nations staff in Africa's largest country.

KHARTOUM (Reuters) - Sudan's army has stepped up security in Khartoum, saying it has intelligence that a heavily armed convoy of Darfur rebels has advanced to the neighboring Kordofan province and is planning an attack.

But the rebel Justice and Equality Movement denied any move on Sudan's capital and accused the government of trying to distract attention from recent bombing raids on Darfur that have brought international condemnation.

Heavy security operations began late on Thursday in Khartoum. Bridges were closed and checkpoints set up in the streets, forcing many people to stay at home.

"There were some forces from the Justice and Equality Movement who crossed from Chad through Darfur to Kordofan where they were aiming to cause destruction in Khartoum," an army spokesman said. "The army is on a heightened state of alert."

An advance to Kordofan would be the closest the Darfur rebels have come to Khartoum in years. North Kordofan borders Khartoum state and almost abuts the capital itself.

The army spokesman said the rebels had halted their advance and remained in Kordofan after they found out forces in Khartoum had been alertEd. The state news agency quoted an army statement as saying troops were on alert in other cities too.

There was no independent confirmation of the rebel advance in the vast country of deserts and scrub, where military movements can be hard to track.

A JEM spokesman denied any move on Khartoum.

"After they have been bombing Darfur and committed a massacre in Shegeg Karo...everybody is condemning them, so the best way for them to divert attention away is to do this," Ahmed Hussein Adam said from London.

It was not immediately possible to contact JEM field commanders on Friday, the Muslim day of rest in Sudan.

To see the condition to which Kawhmu has been reduced you would think that its people had enough to worry about. But among all the devastation that has rained down on the village one thing preoccupies them above all.

It is not the toppling of the trees and the inundation of the fields, or even the destruction of their simple houses, which lie like broken crates along the road through the Irrawaddy delta.

The object at which everyone points is the gleaming Buddhist pagoda which towers 80ft (25m) above the village. The top ten feet, the spire and vane and gilt umbrellas that symbolise the attainment of nirvana, have been lopped clean off.

During a four-hour drive through the Irrawaddy delta yesterday, that was the most striking among many remarkable sights: towering above the wreckage of Cyclone Nargis, dozens and dozens of decapitated golden pagodas.

Last night the top United States diplomat in Burma gave warning that more than 100,000 may have perished in the delta area alone in the aftermath of the disaster.

As the crow flies, Kawhmu is only 25 miles (40km) south of the former capital, Rangoon, but in the level of destruction and the absence of significant aid, it is another world.

The cyclone smashed windows and tore up roofs in the city, but the brick and concrete houses survived. In those poor townships where homes were destroyed, foreign aid is being distributed. But in the houses in the delta, the sturdiest part was the bamboo posts which supported walls and roofs of palm leaf and flimsy corrugated iron.

Most were stripped to their skeletons in last Saturday’s storm; none has escaped intact. The storm surge which drowned tens of thousands closer to the coast caused less human damage here. But the rain and wind have turned what used to be a bustling village into a sodden shantytown.

“We need rice and we need meat,” said a man named Phone Dint, in the grounds of a Buddhist temple where monks in orange robes were hauling pieces of rusty metal sheeting to cover the exposed roof of their monastery. “Most of all we need money, to buy the iron to cover the roofs.”

Burma’s wet season begins in a fortnight, when rains less lashing than the cyclone but still overwhelmingly heavy pour down over this lowland area. Without roofs villages like this will be uninhabitable.

That is apart from the other damage. Fallen telephone lines lie along the road for miles on end, or dangle across it from toppled poles. There is no electricity apart from that supplied by a handful of private generators. And, just as alarming in a devoutly Buddhist and very superstitious country, there are the pagodas, their tops blown off, their jewels and orbs scattered to the winds.

There is some aid coming in, but it is barely enough for survival, and all of it supplied by the agencies of the military Government. Foreign aid workers have still not been allowed into Burma in large numbers, and the Government’s suspicious xenophobia is in evidence. Yesterday aid agencies accused Burma’s “closed and stubborn” regime of risking millions of lives by refusing to allow entry to foreign aid workers, most of whom are still waiting to obtain permits.

France called on the United Nations to intervene. Ban Ki Moon, UN Secretary General spoke of a “critical moment for the people” of Burma. The UN’s humanitarian chief, John Holmes, urged the junta to facilitate the arrival of disaster relief teams and the distribution of badly-needed emergency supplies.

The motorcycle drivers who taxied us into the delta hurried anxiously past any soldiers or police. The boatmen who ferry passengers across the river between Rangoon and the dock town of Dala have been ordered not to carry foreigners.

“If I take you the police will arrest me,” one man said, miming the gesture of being handcuffed. On the road from Dala to Kungyangon, close to the Andaman Sea, I saw about a dozen army trucks, carrying broken trees out, and bags of food and cartons of petrol and diesel in.

But people here desperately need building materials, and medical supplies to guard against the malarial mosquitoes and bacteria that, even now, must be breeding in the pools of flood water that serve by necessity as baths, drinking water and toilets.

In the absence of such comprehensive help, people do what poor villagers have always done: they get on with it, using the few resources at their disposal. Opposite the monastery with the steeplejack monks, men with tattooed torsos hauled timber out of a swamp where their home had been, to build the frame of a new house.

All along the road people are carrying things — planks, bags of rice, jugs of water, hammers and saws, balanced precariously on bicycles, motorbikes and on their own heads, backs and shoulders.

On First Anniversary of ICC Darfur Indictments, Facebook joins hunt for war criminals.

Facebook, known for its trivia and embarrassing photos, is taking a serious turn this weekend with the launch on Sunday of the Wanted for War Crimes Watch List.

Sunday 27 April marks the first anniversary of the only indictments so far issued by the International Criminal Court for crimes against humanity committed in Darfur.

The two suspects named – Sudan’s Humanitarian Affairs Minister, Ahmed Harun, and Janjaweed leader Ali Kushayb – are prominently featured in the Wanted for War Crimes Watch List, which links to indicted war criminals still on the run and encourages Facebook users to come forward with sightings and reports on their last-known locations. It is designed to keep tabs on an ever-growing number of indicted war criminals.

Google Earth and Google Maps have been used to map the last-known movements of the two Sudanese suspects, each indicted by the ICC for over 40 counts of crimes against humanity and war crimes committed in Darfur. The Watch List even lists Ahmad Harun’s phone number and office address. “It’s unbelievable that the UN lists Ahmed Harun’s office address and phone number in its directory of contacts. He isn’t a fugitive hiding in a cave somewhere - but a bland looking man in a suit, sitting behind a desk in Khartoum,” said Nick Donovan, the Aegis Trust’s Head of Campaigns. “The UN Security Council should immediately implement targeted sanctions on those Sudanese Government officials harbouring suspected war criminals.”

The Watch List has been set up by the Aegis Trust, which coordinates the Wanted for War Crimes campaign, together with Kevin Matleuf – the creator of EnemyBook. EnemyBook is a tongue-in-cheek application which allows you to list your enemies as well as your friends.

“With Facebook you can list your friends. When I saw that EnemyBook allows you to list your enemies I immediately saw the potential for keeping track of suspected war criminals,” says Nick Donovan. “It’s a new way to send an old message. Wanted posters can only be seen by a few hundred people at most – the internet is used by billions.”

“The men on the watch list are suspected of hundreds of thousands of murders,” said Dr James Smith, Chief Executive of the Aegis Trust. “Someone, somewhere, knows where they are. They shouldn’t be allowed to live out their last days in luxury. Their future lies in a courtroom. That’s what their victims deserve.”

UNITED NATIONS (Reuters) - U.N. Secretary-General Ban Ki-moon expressed extreme disappointment in a report made public on Wednesday at a lack of progress in resolving the conflict in Darfur, blaming both sides for showing no political will.

In his latest report on efforts to deploy a U.N./African Union peacekeeping force in Darfur, Ban said both the Sudanese government and rebel groups had failed to stop fighting, cooperate with the peacekeepers or prepare for peace talks.

"The parties appear determined to pursue a military solution; the political process stalled; the deployment of UNAMID (the peacekeeping force) is progressing very slowly ... and the humanitarian situation is not improving," he said.

"The primary obstacle is the lack of political will among all the parties to pursue a peaceful solution to the Darfur crisis," Ban said. "I am extremely disappointed at the lack of progress on all fronts."

The U.N. chief's bleak report covered the three months after UNAMID took over on January 1 from an ineffectual purely AU force to try to halt the five-year-old Darfur conflict, which involves government troops, allied militias and rebel groups.

The U.N. peacekeeping force is intended eventually to number 26,000 troops and police, but by March 26 only 9,200 were in place. There are disputes between the United Nations and Sudan's government over which countries can contribute forces and what the operating rules will be.

Peace talks opened in Libya last October in the absence of several key rebel groups and soon adjourned with little achieved.

"The use of military force by the parties has overshadowed the political process and created an environment in which the prospect of negotiations has become ever more remote," Ban's report said.

Although the Sudanese government said it wanted a political solution, its recent military actions against rebels in Western Darfur were "fundamentally at odds" with creating the right climate, it said.

The operations had led to indiscriminate killings and other serious human rights abuses, it added, while also blaming rebels for illegal detention and torture of civilians.

International experts say more than 200,000 people have been killed and over 2 million have been driven from their homes by the Darfur conflict. Khartoum says those figures are exaggerated and has put the death toll at 9,000.

The issuing of Ban's report for the Security Council coincided with a summit between council nations and African states, where Sudan's delegate pinned the blame for the deadlock over Darfur squarely on the rebels.

"The ball remains in the court of the Security Council as well as the AU ... to undertake the effort to convince the rebels to heed reason and not the sound of guns," said Mustafa Osman, an adviser to Sudanese President Omar Hassan al-Bashir.

The UN World Food Programme (WFP) is to halve monthly rations to up to 3 million people in Darfur from May because of insecurity along the main supply routes.

At least 60 WFP-contracted trucks have been hijacked since December in Sudan's western province, where government forces and rebel groups are continuing their five-year war. The attacks on convoys have drastically curtailed the delivery of food to warehouses in Darfur ahead of the rainy season that lasts from May to September, when there is limited market access and crop stocks are depleted.

Instead of receiving the normal ration of 500g of cereal a day, people in displaced persons' camps and war-affected villages will only get 225g from next month, the UN agency said today. Rations of pulses and sugar will also be cut in half.

The WFP said that while Sudan's government provided security for convoys traveling on the main supply routes, the escorts were too infrequent.

"Attacks on the WFP food pipeline are an attack on the most vulnerable people in Darfur," said Josette Sheeran, executive director of WFP. "With up to three million people depending on us for their survival in the upcoming rainy season, keeping WFP's supply line open is a matter of life and death. We call on all parties to protect the access to food."

Of the hijacked trucks, 39 are still missing, while 26 drivers are unaccounted for.

The ongoing lawlessness, which comes despite huge international pressure , is not only affecting food relief. More than 90 vehicles belonging to aid agencies have been hijacked this year, with some of the abducted drivers being forced to work for rebel groups and militias.

Humanitarian compounds are also increasingly at risk. On a single night this month, robberies by an armed gang were reported at nine UN and aid agency compounds in El Fasher, the main town in north Darfur. In a statement today, Oxfam said that the widespread insecurity meant that "villages and rural areas where the needs are often greatest of all are inaccessible for months at a time".

So far, the deployment of the new hybrid UN-African Union peacekeeping force in Darfur, known as Unamid, has had little positive effect on the ground. The Unamid mission officially took over from the purely AU force on January 1, but ongoing disputes with the Khartoum government over the make-up and mandate of the operation means that only 9,600 of the 26,000 peacekeepers are in place.

Government forces continue to mount major air and ground offensives in against the rebel Justice and Equality Movement and the Sudan Liberation Army faction headed by Abdul Wahid al-Nur, which in turn have stepped up ambushes on army convoys. Pro-government Arab militias, who were enlisted at the start of the conflict in 2003 to lead the attacks on villages deemed sympathetic to the rebels, have added to the instability. Angry at not being paid by the government, the militias have embarked on looting and killing sprees in main towns such as El Fasher, Kebkabiya and Tawila in recent weeks.

UN secretary general Ban Ki-moon said yesterday that he was "extremely disappointed at the lack of progress on all fronts" in Darfur.

"The parties appear determined to pursue a military solution; the political process stalled; the deployment of Unamid is progressing very slowly ... and the humanitarian situation is not improving. The primary obstacle is the lack of political will among all the parties to pursue a peaceful solution to the Darfur crisis."

President Bush Not to Attend the Olympic Games' Opening Ceremonies

In the face of continuing genocide in Darfur, the upcoming
Olympic Games in Beijing offer a rare opportunity for the international
community to exert pressure on China in regards to its relationship
with Sudan.

As Sudan’s most important trading partner, China has unique
influence with that country, and is thus considered one of the few
nations that could stem the continuing tide of violence in
Darfur. Yet China continues to protect Sudan diplomatically
and shield it from international criticism. Moreover, it is
one of the main suppliers of military equipment and weapons to
Sudan—weapons which have been used against civilians in Darfur.

Rep. Michael Capuano has introduced a resolution to the US
House of Representatives, which calls for President Bush and other
senior officials not to attend the Opening Ceremonies of the Olympic
Games unless China does the following:

Takes steps to stop selling military equipment, including
equipment that can be used for military intelligence-gathering and
communications, to Sudan

Persuades Sudan to end violent attacks in Darfur and allow
for full deployment of UNAMID

Senior international legal experts and human rights activists say the U.N. Security Council should pressure Sudan to hand over two suspected war criminals to the International Criminal Court in The Hague. The two are wanted for war crimes and crimes against humanity committed in Darfur. Tendai Maphosa has details from London.

Darfuri and international legal experts have signed a letter to the Security Council, urging it to pressure Sudan's government to hand over for trial Ahmad Harun and Ali Kushayb. The two are accused of committing war crimes and crimes against humanity in Darfur in 2003 and 2004.

The International Criminal Court issued arrest warrants for the two men almost a year ago.

Nick Donovan heads the Darfur campaign at the Aegis Trust, a Britain-based non-governmental organization focused on the prevention of genocide. Donovan tells VOA the United Nations has several options available.

"The U.N. Security Council can take some concrete steps such as imposing targeted sanctions like freezing the bank accounts of those who are protecting Ahmad Harun and Ali Kushayb, the two suspects," Donovan said. "In this way they can put pressure on those who are refusing to hand them over to the International Criminal Court."

But the spokesman for the Sudanese embassy in London, Khalid al Mubarak, dismisses the letter as part of a campaign to demonize Sudan. He tells VOA the suspects will not be handed over to the ICC.

"The International Criminal Court is itself controversial and highly discredited; for one reason, which is this that many countries including the United States are exempted from the rules relevant to the International Criminal Court," Mubarak said. "Over and above that, Sudan is not party to it, it has not ratified anything relevant to it."

Mubarak says Sudan's judiciary is quite capable of trying its own accused.

He says that some people accused of human rights abuses in Darfur have been tried in Sudan and received heavy sentences. He says Kushayb and Harun are not up for trial because there is no evidence against them. He also dismisses the evidence that led to their ICC indictment as vague reports and accusations by people who are not credible.

Sudan Humanitarian Affairs Minister Ahmad Muhammad Harun was state interior minister at the height of the Darfur conflict. He is accused of helping to recruit Janjaweed militias and contributing to the commission of crimes against humanity. Ali Kushayb, was a senior militia leader.

It is estimated more than 200,000 people have been killed and 2.5 million driven from their homes since the conflict in Darfur began in 2003, when southern rebels launched an attack against a government garrison. The government responded with a harsh crackdown, using regular troops and Janjaweed militias.

Among those who have signed the letter to the Security Council are Carla del Ponte and Richard Goldstone, former Chief Prosecutors for the ICC tribunals for Yugoslavia and for Rwanda, Salih Mahmoud Osman, Darfuri winner of the European Parliament's Sakharov Prize and members of the Darfur Bar Association.

KHARTOUM (AFP) — An estimated 20,000 people are trapped in a remote area of western Darfur where rebels battling the Sudanese army have denied access to aid workers, a top UN official said on Monday.

Ameerah Haq, the humanitarian coordinator in Sudan said around 20,000 people were in the Jebel Moon area in a part of Darfur devastated by recent fighting between government forces and rebels from the Justice and Equality Movement.

"This morning we were supposed to have an assessment to go there but we were actually denied access by JEM and therefore we are calling on JEM to give us that access," she told the British Broadcasting Corporation in an interview.

Asked whether they were trapped, Haq said: "Yes, in a sense they are."

"We are worried about whether they have sufficient (supplies), particularly food. They took refuge there but now we have no contact with them... so I think it's urgent, as I said to get that access to people quickly in Jebel Moon."

Haq, the most senior UN humanitarian official based in Sudan, voiced concern about the civilians' fate because of the build-up of government troops in the mountainous area.

"We've had reports of many convoys and other movements of troops to that area... We're worried and concerned about what will happen in Jebel Moon because of the movement of troops there," she said.

"Innocent populations are getting it from all sides, from JEM and the government," she added.

"A lot of NGOs and humanitarian compounds were raided and a number of the NGOs also had their staff members killed," she said.

Haq, who has twice in two weeks visited western Darfur, the site of the worst recent violence during the five-year war, spoke of the devastation she saw.

In the village of Sirba, she said a lot of houses were "burnt and razed to the ground" and 73 children were unaccounted for since thousands of people fled into the bush when villages came under attack.

Haq called on the Sudanese government to deploy civilian police immediately, for troops from the under-manned UN-African Union peacekeeping mission to deploy to the affected areas and for unimpeded humanitarian access.

Overall, she said the United Nations continues to believe 58,000 people remain affected by the violence in that part of Darfur.

The UN refugee agency says 13,000 refugees fled into Chad from Darfur since the Sudanese army and its Janjaweed militia allies began heavy bombardments of rebel strongholds around the Jebel Moon area on February 8.

The Sudanese military last month described the area -- not far from El-Geneina, the capital of West Darfur state -- as a "legitimate" military target.

Since the conflict broke out in February 2003, at least 200,000 people have died and more than two million have fled their homes after ethnic minority rebels took up arms against Sudan's Arab-dominated regime, the United Nations says.

The Sudanese government maintains, however, that 9,000 have been killed.

Civil society groups at the Kenyan Coast joined more than 50 international NGOs calling for the arrest of suspected Sudanese war criminals indicted by the International Criminal Court, in a campaign dubbed 'Wanted For War Crimes.'

A year ago, on February 27, the ICC issued a warrant of arrest for Ahmad Harun and Ali Kuhsayb. The two and their followers are named as being responsible for over 40 counts of crimes against humanity and war crimes in Darfur.

Wanted for War Crimes Organisation urged the United Nations Security Council to freeze the assets of those Sudanese officials protecting the indicted men, and to visit Khartoum and tell the Government of Sudan to hand over the suspects.

Hassan Greeve, chairman for the Prepared Society, one of the organisations in the 'Wanted For War Crimes' campaign, said that the civil society organizations in Kenya's Coast Province believed that if a man killed a person, raped a girl, or burned down a mosque, the law should respond.

It should not be any different if a man killed hundreds of civilians, raped many women or burned an entire town.

Harun, one of the Sudanese indictees, has since been promoted to Humanitarian Affairs Minister from State Minister for the Interior in Khartoum. He was then appointed to head committees charged with investigation of human rights complaints in Darfur and liaising with UN peacekeeping force. He is now slowing aid deliveries and obstructing peacekeepers, contributing to the deaths in slow motion that we see today in Darfur.

We the undersigned Nobel laureates, Olympic athletes, current and former government officials, business leaders, human rights activists and public advocates, are writing to urge you to intensify your diplomatic engagement in support of a peaceful resolution to the situation in Darfur.

As the primary economic, military and political partner of the government of Sudan, and as a permanent member of the United Nations Security Council, China has both the opportunity and the responsibility to contribute to a just peace in Darfur. Ongoing failure to rise to this responsibility amounts, in our view, to support for a government that continues to carry out atrocities against its own people. As host of the 2008 Olympic Games, China has a special role to play in ensuring that its actions this year are commensurate with the Olympic ideals of peace and international co-operation.

The atrocities in Darfur continue to intensify. Of the seven million inhabitants of Darfur, hundreds of thousands have already died due to the conflict and 2.5 million have been displaced. Rape and sexual violence have been and continue to be used as weapons of war against untold numbers of girls and women. The government of Sudan has also been involved in the forced relocation of people from refugee and internally displaced people's camps. Without homes to return to, those displaced are left vulnerable to further attack.

We recognise some efforts by China in 2007 to increase diplomatic pressure on Sudan – notably through its support of the passage of UN Security Council Resolution 1769, calling for the deployment of a UN-AU hybrid peacekeeping force (Unamid) to Darfur. At the same time, however, we note with dismay that the Chinese government worked to weaken the resolution before it passed. China also doubled its trade with Sudan in 2007, providing resources that make it easier for that government to continue to carry out its atrocities. China's military relationship with Sudan also continues. We have also been disheartened by your government's action since Resolution 1769 was passed. Your government has remained silent as Sudan continues to block the effective deployment of Unamid and engages in violent actions that violate the spirit of the mission. Given the severity of the crisis in Darfur, and the nature of the China-Sudan relationship, we are calling for more serious action by your government in support of the full, immediate and unimpeded deployment of Unamid.

As the 2008 Beijing Olympic Games approach, we will continue to call on the Chinese government for action. We are aware of the tremendous potential for China to help bring an end to the conflict in Darfur. We will continue to watch for concerted and consistent Chinese action to ensure rapid deployment of UN-AU peacekeepers, progress in the peace talks, and an end to the use of rape as a weapon of war.
